Narrative:
We accepted VFR climb to 17000 ft with IFR climb to FL230. Center called traffic at 2 O'clock 16000 ft, he had us in sight. It appeared to us we would clear traffic by 1000 ft but as we continued we got a TCASII RA to descend which we started to comply with. TCASII then told us to 'climb now' which we complied with. As we climbed the lear jet turned left and appeared to descend. He later asked us if we had a 'descend' RA and we told him it changed to a climb RA in the middle of our initial descent procedure. It was unusual for the TCASII to change commands during the descent procedure.

Narrative: WE ACCEPTED VFR CLB TO 17000 FT WITH IFR CLB TO FL230. CTR CALLED TFC AT 2 O'CLOCK 16000 FT, HE HAD US IN SIGHT. AS WE CLBED THE LEAR JET TURNED L AND APPEARED TO DSND. HE LATER ASKED US IF WE HAD A 'DSND' RA AND WE TOLD HIM IT CHANGED TO A CLB RA IN THE MIDDLE OF OUR INITIAL DSCNT PROC. IT WAS UNUSUAL FOR THE TCASII TO CHANGE COMMANDS DURING THE DSCNT PROC.
