Narrative:

Small transport X, VFR at 9500 ft, nebound talking to ndr. Traffic issued to air carrier Y when 6 mi apart. Air carrier Y sees traffic. I told him to maintain visual. He complied. Then air carrier Y climbs to 11000 ft because of TCASII RA. This was dangerous because he climbed unauthorized into ZDC airspace.
