Narrative:
Cleared to 9000 ft in IMC. Cold front had passed through area past 1 1/2 hours with thunderstorms. Encountered moderate to severe turbulence. Requested 10000 ft to on top conditions. Yng approach could not clear because 'was not their airspace.' I explained needed higher for turbulence was having difficulty controling aircraft. I then told controller I was going to 10000 ft. He asked if I was declaring an emergency. I did not give him a definite answer. Controller then coordinated with ZOB and approved 10000 ft. I realize tracons have their rules and policies. However, I requested higher 3 times before departing from my clearance. Controllers should be more sensitive to an urgent condition to prevent emergency conditions. Controllers should experience near loss of control, stall warning horn, etc, to appreciate pilot's plight. This was not a case of trying to get a 'shortcut' but a safety issue.

Title: NON ADHERENCE TO ATC CLRNC IN ALTDEV ALT EXCURSION BY SMA PLT. UNAUTH UNCOORD CLB PENETRATION OF AIRSPACE CTLED BY OTHER FACILITY.
Narrative: CLRED TO 9000 FT IN IMC. COLD FRONT HAD PASSED THROUGH AREA PAST 1 1/2 HRS WITH TSTMS. ENCOUNTERED MODERATE TO SEVERE TURB. REQUESTED 10000 FT TO ON TOP CONDITIONS. YNG APCH COULD NOT CLR BECAUSE 'WAS NOT THEIR AIRSPACE.' I EXPLAINED NEEDED HIGHER FOR TURB WAS HAVING DIFFICULTY CTLING ACFT. I THEN TOLD CTLR I WAS GOING TO 10000 FT. HE ASKED IF I WAS DECLARING AN EMER. I DID NOT GIVE HIM A DEFINITE ANSWER. CTLR THEN COORDINATED WITH ZOB AND APPROVED 10000 FT. I REALIZE TRACONS HAVE THEIR RULES AND POLICIES.
