Narrative:
After takeoff at approximately 700 AGL, I retracted the landing gear. The landing gear didn't retract, so I recycled the gear. The instrument lights started blinking along with the unsafe landing gear lights, the buzzer was sounding and blinking along with other electrical malfunctions. I was assigned a 240 degree heading after takeoff. I tried to turn to the 240 degree heading but, due to the landing gear problems (when drained electricity it caused HSI to become inoperable because it didn't get enough voltage). Before I could evaluate the situation, I was off my assigned heading and altitude. Atl departure was aware of my situation and gave me vectors and altitude to clear other traffic. When I returned to valdosta, the mechanic was able to duplicate the same problems I encountered over hartsfield. The problem has now been corrected. I feel I did all I could do in the length of time I had.

Title: AN SMA PLT RPTS A PARTIAL ELECTRICAL FAILURE IN IMC.
Narrative: AFTER TKOF AT APPROX 700 AGL, I RETRACTED THE LNDG GEAR. THE LNDG GEAR DIDN'T RETRACT, SO I RECYCLED THE GEAR. THE INST LIGHTS STARTED BLINKING ALONG WITH THE UNSAFE LNDG GEAR LIGHTS, THE BUZZER WAS SOUNDING AND BLINKING ALONG WITH OTHER ELECTRICAL MALFUNCTIONS. I WAS ASSIGNED A 240 DEG HDG AFTER TKOF. I TRIED TO TURN TO THE 240 DEG HDG BUT, DUE TO THE LNDG GEAR PROBS (WHEN DRAINED ELECTRICITY IT CAUSED HSI TO BECOME INOPERABLE BECAUSE IT DIDN'T GET ENOUGH VOLTAGE).
