Narrative:
A traffic confliction between an light transport, pvd to isp, and numerous turbojet aircraft arriving at pvd was a direct result of a poorly written procedure. The mandated procedure for handling of aircraft pvd to new york airports does not allow the ATC specialist any discretion on how to best handle the departure aircraft. On this occasion, the departing aircraft was forced into the pvd arrival flow, causing considerable added workload for the controllers involved, and increasing the potential for a loss of applicable separation. The facility management's reasoning for implementing this procedure is suspect, and the controllers that work the aircraft on a daily basis were not consulted prior to the change.

Title: DEP CTLR COMPLAINT ABOUT NEW ROUTING PROCS PLACED INTO EFFECT AT HIS FACILITY.
Narrative: A TFC CONFLICTION BTWN AN LTT, PVD TO ISP, AND NUMEROUS TURBOJET ACFT ARRIVING AT PVD WAS A DIRECT RESULT OF A POORLY WRITTEN PROC. THE MANDATED PROC FOR HANDLING OF ACFT PVD TO NEW YORK ARPTS DOES NOT ALLOW THE ATC SPECIALIST ANY DISCRETION ON HOW TO BEST HANDLE THE DEP ACFT. ON THIS OCCASION, THE DEPARTING ACFT WAS FORCED INTO THE PVD ARR FLOW, CAUSING CONSIDERABLE ADDED WORKLOAD FOR THE CTLRS INVOLVED, AND INCREASING THE POTENTIAL FOR A LOSS OF APPLICABLE SEPARATION. THE FACILITY MGMNT'S REASONING FOR IMPLEMENTING THIS PROC IS SUSPECT, AND THE CTLRS THAT WORK THE ACFT ON A DAILY BASIS WERE NOT CONSULTED PRIOR TO THE CHANGE.
