Narrative:

A check ride for mei departed dbq at approximately XA30. An IFR clearance was used to reach a clear area above where airwork was completed and an ILS 31 was used to get back to dbq. A landing was made on runway 31 and departure on runway 13. 2 touch-and- goes were made. On the third, the check pilot took the controls and proceeded to simulate left engine failure by reducing the throttle to idle. I pulled the gear warning horn circuit breaker as to hear the check pilot and the tower. When the runway was assured, the check pilot put the gear lever in the extend position. I did not verify 3 green and didn't reset the breaker. The aircraft came to a stop of XY30. The problem was caused by not verifying 3 green and disabled a safety device. To prevent a recurrence, a safety device shouldn't be rendered inoperative purposely and a landing should not be attempted until 3 green visually and vocally verified.

A LNDG WAS MADE ON RWY 31 AND DEP ON RWY 13. 2 TOUCH-AND- GOES WERE MADE. ON THE THIRD, THE CHK PLT TOOK THE CTLS AND PROCEEDED TO SIMULATE L ENG FAILURE BY REDUCING THE THROTTLE TO IDLE. TO PREVENT A RECURRENCE, A SAFETY DEVICE SHOULDN'T BE RENDERED INOP PURPOSELY AND A LNDG SHOULD NOT BE ATTEMPTED UNTIL 3 GREEN VISUALLY AND VOCALLY VERIFIED.
