Narrative:
ATIS reported runway 31 visual approach. We received vectors for a left downwind to runway 31 visual. Prior to entering downwind we were offered a visual to runway 13. The captain declined runway 13 because he felt we were too close to the airport. I (first officer flying) verbally, to captain, indicated I would accept runway 13 visual but agreed with the captain's decision. We were then cleared for the left downwind visual approach to runway 31. I crossed abeam the approach end of runway 31 at 2000 ft MSL and extended approximately 3.5 mi to make the left turn for conflicting traffic. The captain took the airplane and we immediately received a TCASII RA for the target aircraft indicating 100 ft below us. The captain (flying) followed TCASII advisory and climbed as aircraft passed below us. We continued and landed uneventfully on runway 31. Contributing events: 1) night. 2) localizer set up for runway 13 when we were given vectors for runway 31. 3) tower no help with traffic after TCASII maneuver. Tower very irritated that we were verifying clearance to land runway 31 after the near miss. 4) conflicting aircraft unauthorized in air traffic area.

Narrative: ATIS RPTED RWY 31 VISUAL APCH. WE RECEIVED VECTORS FOR A L DOWNWIND TO RWY 31 VISUAL. PRIOR TO ENTERING DOWNWIND WE WERE OFFERED A VISUAL TO RWY 13.
