Narrative:
Tower reported braking action fair to good on runway 5L rdu. Landing uneventful. Informed tower braking action fair with spots of poor braking. During completion of turn from runway to taxiway B at bravo 7, aircraft nose steering completely lost, braking ability 0. Increased nose steering wheel to maximum, with full braking and maximum reverse on both engines. Aircraft nosewheel only departed concrete surface. Aircraft was slow and totally under control during the initial 70 degrees of turn. No injuries to crew or passenger. Corrective action: upon exiting aircraft, concrete was covered in a solid sheet of ice. Airport authorities need to inform crews of conditions and prepare txwys better.
