Narrative:
On descent for landing in lgb, at 1600 ft over the shoreline and flying across the shoreline, TCASII RA to descend was complied with to about 1200 ft. That traffic, crossing left to right, was never visually recognized. The ATC controller was very busy pointing out numerous targets to us. After descending to 1200 ft, missing the other aircraft by 1/2 mi and 500 ft, we began a climb back to 1600 ft (assigned altitude). The controller gave us a climbing right turn to avoid 2 more targets passing left to right. The TCASII RA to avoid the first target, put us in a position to conflict with additional traffic behind that target. It was at that point that ATC gave the climbing right turn to avoid the second target. I tried to announce the altitude deviation from 1600 ft to ATC but was unable due to frequency congestion. After adequate clearance from traffic was attained we executed a visual approach to runway 30. The area between santa catalina island and seal beach is too congested to allow acrs to operate through that airspace at 1600 ft and 250 KTS. It is by, really nothing more than luck that an accident has not already taken place.

Title: FLC OF AN MLG ACR ACFT DSNDED IN RESPONSE TO A TCASII RA CAUSING ANOTHER CONFLICT IN WHICH ATC INTERVENED AND ISSUED EVASIVE ACTION INSTRUCTIONS.
Narrative: ON DSCNT FOR LNDG IN LGB, AT 1600 FT OVER THE SHORELINE AND FLYING ACROSS THE SHORELINE, TCASII RA TO DSND WAS COMPLIED WITH TO ABOUT 1200 FT. THAT TFC, XING L TO R, WAS NEVER VISUALLY RECOGNIZED. THE ATC CTLR WAS VERY BUSY POINTING OUT NUMEROUS TARGETS TO US. AFTER DSNDING TO 1200 FT, MISSING THE OTHER ACFT BY 1/2 MI AND 500 FT, WE BEGAN A CLB BACK TO 1600 FT (ASSIGNED ALT). THE CTLR GAVE US A CLBING R TURN TO AVOID 2 MORE TARGETS PASSING L TO R. THE TCASII RA TO AVOID THE FIRST TARGET, PUT US IN A POS TO CONFLICT WITH ADDITIONAL TFC BEHIND THAT TARGET. IT WAS AT THAT POINT THAT ATC GAVE THE CLBING R TURN TO AVOID THE SECOND TARGET. I TRIED TO ANNOUNCE THE ALTDEV FROM 1600 FT TO ATC BUT WAS UNABLE DUE TO FREQ CONGESTION. AFTER ADEQUATE CLRNC FROM TFC WAS ATTAINED WE EXECUTED A VISUAL APCH TO RWY 30. THE AREA BTWN SANTA CATALINA ISLAND AND SEAL BEACH IS TOO CONGESTED TO ALLOW ACRS TO OPERATE THROUGH THAT AIRSPACE AT 1600 FT AND 250 KTS. IT IS BY, REALLY NOTHING MORE THAN LUCK THAT AN ACCIDENT HAS NOT ALREADY TAKEN PLACE.
