Narrative:
Air carrier X and level at 40 degrees proceeding northeast. Aircraft Y departed sch climbing to 3000 ft. Air carrier Z on localizer for runway 19 at alb. Departing traffic pointed out to air carrier X. Air carrier X indicated he was getting an 'RA'. I instructed air carrier X to turn left to 040 degrees to set him up for the ILS approach. He did not take the turn, repeated the control again and air carrier X said he could not hear my instruction because of the noise from the TCASII. On the third call he took the turn. The volume from the 'RA' prevented the TCASII aircraft from taking a control instruction to avoid another aircraft. This could have been a very serious event.

Title: ACR X TCASII RA WITH Y. ACR X NON ADHERENCE TO ATC INSTRUCTION DUE TO TCASII AUDIO WARNING.
Narrative: ACR X AND LEVEL AT 40 DEGS PROCEEDING NE. ACFT Y DEPARTED SCH CLBING TO 3000 FT. ACR Z ON LOC FOR RWY 19 AT ALB. DEPARTING TFC POINTED OUT TO ACR X. ACR X INDICATED HE WAS GETTING AN 'RA'. I INSTRUCTED ACR X TO TURN L TO 040 DEGS TO SET HIM UP FOR THE ILS APCH. HE DID NOT TAKE THE TURN, REPEATED THE CTL AGAIN AND ACR X SAID HE COULD NOT HEAR MY INSTRUCTION BECAUSE OF THE NOISE FROM THE TCASII. ON THE THIRD CALL HE TOOK THE TURN. THE VOLUME FROM THE 'RA' PREVENTED THE TCASII ACFT FROM TAKING A CTL INSTRUCTION TO AVOID ANOTHER ACFT. THIS COULD HAVE BEEN A VERY SERIOUS EVENT.
