Narrative:
While cruising at FL330 over pesto, experienced a TA followed by an RA. Evasive action was taken. Other aircraft was an medium large transport indicating 900 ft below. Cenamer control explained that due to communication problems with kingston that the medium large transport was given a late descent clearance from FL350 to FL310.

Narrative: WHILE CRUISING AT FL330 OVER PESTO, EXPERIENCED A TA FOLLOWED BY AN RA. EVASIVE ACTION WAS TAKEN. OTHER ACFT WAS AN MLG INDICATING 900 FT BELOW. CENAMER CTL EXPLAINED THAT DUE TO COM PROBS WITH KINGSTON THAT THE MLG WAS GIVEN A LATE DSCNT CLRNC FROM FL350 TO FL310.
