Narrative:
Flight en route VFR from swf to jfk on 4/xx/94. Captain was a check airman who mandated VFR flight without use of cockpit resource management. I'm not sure if captain coordinated with dispatch who issued an IFR part 121 release swf-jfk. En route VFR at 8500 ft MSL, about to cross over long island sound 5 mi west of bdr to dpk, ATC advised us of an aircraft at our 10 O'clock and 5 mi VFR descending to cross. He reported us in sight and continued his VFR descent. Approximately 10 to 15 seconds later, we received a TCASII TA followed by a TCASII RA 'conflict climb, climb.' it was my leg and deviated immediately from 8500 to 9000 ft to clear descending traffic who passed 1/2 mi behind us at our altitude. WX clear, VMC conditions. Problems: captain did not use cockpit resource management. Captain did not coordinate VFR flight plans with dispatch. Captain did not ever acknowledge converging traffic or conflict. Solutions: between bos and dca is most travelled corridor in united states. VFR should be restr to GA aircraft only. Air carrier, both 121 and 135, should be restr to IFR flight only, especially 121 aircraft. Air carrier cockpit resource management should mandate comfort levels of crews operating under VFR.
