Narrative:
TCASII resolution. A learjet (military) was departing hif climbing to 9000. A dc-9 was inbound to slc during an arrival bank at 10000. Traffic was heavy and frequency congested. Traffic was exchanged. After the dc-9 had passed the learjet, the dc- 9 advised he'd had an RA and had climbed. I looked and observed the dc-9 at 10600 ft. Traffic flow was affected as the dc-9 was a little high as he passed the slc airport.
