Narrative:
While climbing to FL310, as cleared, passing FL280 TCASII activated a TA, immediately followed by an RA. Called center and was told to maintain FL280. While responding to TCASII we went from IMC to VMC and saw an MD80 pass overhead. Supplemental information from acn 519727: during climb to FL310, TCASII issued RA at FL285. Descent initiated to FL280. Traffic passed overhead, MD80. TA started in IMC. At end of RA, we broke out in VFR and had visual contact with conflict traffic.

Title: AN A320 CREW CLBING TO FL310 RESPONDED TO A TCASII DSND RA.
Narrative: WHILE CLBING TO FL310, AS CLRED, PASSING FL280 TCASII ACTIVATED A TA, IMMEDIATELY FOLLOWED BY AN RA. CALLED CTR AND WAS TOLD TO MAINTAIN FL280. WHILE RESPONDING TO TCASII WE WENT FROM IMC TO VMC AND SAW AN MD80 PASS OVERHEAD. SUPPLEMENTAL INFO FROM ACN 519727: DURING CLB TO FL310, TCASII ISSUED RA AT FL285. DSCNT INITIATED TO FL280. TFC PASSED OVERHEAD, MD80. TA STARTED IN IMC. AT END OF RA, WE BROKE OUT IN VFR AND HAD VISUAL CONTACT WITH CONFLICT TFC.
