Narrative:

Sectors 25 and 26 were completely saturated with traffic. Gamecock 'a' MDA was active up to FL170. Seymore johnson 'echo MOA' was active to FL220. All altitudes above FL200 were turbulent. FL180 was unusable due to low altimeter. Both sector 25 and 26 had an r-side, l-side, and d-side. I, being the r-man, had to stand up because there was no physical room at the sector. There were several UHF and VHF frequency aircraft which lead to several readbacks being blocked. There was an X.21 and Y.21, both UHF fgts who were taking each other's clrncs. A military trainer was on frequency who required several vectors around gamecock and echo. Commercial traffic, which normally would have been in the high altitude were in our sector, which increased volume as well as complexity since they all needed vectors around echo MOA, plus they were all tying up the frequency requesting lower. Needless to say, this sector was completely screwed up. Military X, an F-16, came out of pob air force base over non controled airspace to W-122. The highest altitude I could give him was 14000 ft. He was pointed out to #25 and put on cherry point frequency. He did not belong on them, they put him on sector 25, who climbed him immediately to miss R-5306E, a 1 1/2 mi wide and 3 mi long artillery range. Ntap at no time shows quasars in this airspace. Management contends the aircraft had to miss the area by 3 mi. I believe I just have to miss it. That's my story. Call me if you feel like it or call ZDC management and get their mindless babble.

Title: MIL X UNAUTH PENETRATION OF AIRSPACE.

Narrative: SECTORS 25 AND 26 WERE COMPLETELY SATURATED WITH TFC. GAMECOCK 'A' MDA WAS ACTIVE UP TO FL170. SEYMORE JOHNSON 'ECHO MOA' WAS ACTIVE TO FL220. ALL ALTS ABOVE FL200 WERE TURBULENT. HE WAS POINTED OUT TO #25 AND PUT ON CHERRY POINT FREQ. HE DID NOT BELONG ON THEM, THEY PUT HIM ON SECTOR 25, WHO CLBED HIM IMMEDIATELY TO MISS R-5306E, A 1 1/2 MI WIDE AND 3 MI LONG ARTILLERY RANGE. NTAP AT NO TIME SHOWS QUASARS IN THIS AIRSPACE. MGMNT CONTENDS THE ACFT HAD TO MISS THE AREA BY 3 MI. I BELIEVE I JUST HAVE TO MISS IT. THAT'S MY STORY.
