Narrative:
Franklin airspace hot FL190 to FL500. Military X coming out of osc cleared to 17000. Adjacent airspaces (manes) were not go cold. These airspaces most of time are active in conjunction with franklin. D-side said airspaces cold. I cleared military X to requested altitude FL210. As military X out of 18000 d-side said franklin still hot. Reclred aircraft to 17000. Aircraft went to 18500 and then descended. Missed airspace by 500 ft. This airspace complex has been complained about and ucr'ed before this time not in joint use. Sometimes they are. A very poor situation.

Narrative: FRANKLIN AIRSPACE HOT FL190 TO FL500. MIL X COMING OUT OF OSC CLRED TO 17000. ADJACENT AIRSPACES (MANES) WERE NOT GO COLD. THESE AIRSPACES MOST OF TIME ARE ACTIVE IN CONJUNCTION WITH FRANKLIN. D-SIDE SAID AIRSPACES COLD. I CLRED MIL X TO REQUESTED ALT FL210. AS MIL X OUT OF 18000 D-SIDE SAID FRANKLIN STILL HOT. RECLRED ACFT TO 17000. ACFT WENT TO 18500 AND THEN DSNDED. MISSED AIRSPACE BY 500 FT. THIS AIRSPACE COMPLEX HAS BEEN COMPLAINED ABOUT AND UCR'ED BEFORE THIS TIME NOT IN JOINT USE. SOMETIMES THEY ARE. A VERY POOR SITUATION.
