Narrative:
An ultralight was maneuvering inside the class D airspace without a transponder or radio. A weak primary target was observed at about the same time the above SW3 reported seeing the ultralight. No traffic was exchanged by the controller. The ultralight was in the vicinity of a high area of ground clutter on the radar scope. Upgrade the airspace to class C.

Title: ULTRALIGHT UNAUTH PENETRATION OF CLASS D AIRSPACE HAD NMAC WITH SW3. PLTDEV.
Narrative: AN ULTRALIGHT WAS MANEUVERING INSIDE THE CLASS D AIRSPACE WITHOUT A XPONDER OR RADIO. A WEAK PRIMARY TARGET WAS OBSERVED AT ABOUT THE SAME TIME THE ABOVE SW3 RPTED SEEING THE ULTRALIGHT. NO TFC WAS EXCHANGED BY THE CTLR. THE ULTRALIGHT WAS IN THE VICINITY OF A HIGH AREA OF GND CLUTTER ON THE RADAR SCOPE. UPGRADE THE AIRSPACE TO CLASS C.
