Narrative:
We were at FL290 and received an RA from the TCASII of 'traffic, traffic, climb, climb, monitor vertical speed.' the first officer was flying and began a 1300 FPM. I called ZDV and asked if they had any traffic. He said there was an aircraft that just leveled at FL280, we stopped the climb at 29400 and descended back to fl 290. Apparently the other aircraft had a high rate of climb approaching FL280 and the TCASII assumed he would climb into our airspace. This is one of the drawbacks of the TCASII system, however, overall it is a good tool.

Title: AN ACR MLG CLBED IN RESPONSE TO A TCASII COMMAND.
Narrative: WE WERE AT FL290 AND RECEIVED AN RA FROM THE TCASII OF 'TFC, TFC, CLB, CLB, MONITOR VERT SPD.' THE FO WAS FLYING AND BEGAN A 1300 FPM. I CALLED ZDV AND ASKED IF THEY HAD ANY TFC. HE SAID THERE WAS AN ACFT THAT JUST LEVELED AT FL280, WE STOPPED THE CLB AT 29400 AND DSNDED BACK TO FL 290. APPARENTLY THE OTHER ACFT HAD A HIGH RATE OF CLB APCHING FL280 AND THE TCASII ASSUMED HE WOULD CLB INTO OUR AIRSPACE. THIS IS ONE OF THE DRAWBACKS OF THE TCASII SYS, HOWEVER, OVERALL IT IS A GOOD TOOL.
