Narrative:

We were level at 11000 ft MSL, executing the boids 2 arrival. While approaching the pivit intersection, approach control announced departure traffic would be leveling at 10000 ft at our 10 O'clock position. There was a lower deck of clouds preventing visual contact. As the traffic leveled at 10000 ft, TCASII gave an RA and a climb command. It never showed the traffic less than 1100 ft below us. We followed the TCASII command and started a climb, announcing this to approach control. At 11400 ft, TCASII went from RA to normal and we descended back to 11000 ft.
