Narrative:
I was taxiing along the taxiway when a C-182 applied power and ran into the right wing tip of the piper arrow. I recommend that all aircraft must be started after they have been pulled out of their hangars and are on the txwys or in a clear area: not obstructing other aircraft's right-of-way.

Title: 2 SMAS HAD A TAXI COLLISION.
Narrative: I WAS TAXIING ALONG THE TXWY WHEN A C-182 APPLIED PWR AND RAN INTO THE R WING TIP OF THE PIPER ARROW. I RECOMMEND THAT ALL ACFT MUST BE STARTED AFTER THEY HAVE BEEN PULLED OUT OF THEIR HANGARS AND ARE ON THE TXWYS OR IN A CLR AREA: NOT OBSTRUCTING OTHER ACFT'S RIGHT-OF-WAY.
