Narrative:
On departure assigned 1500 ft initial altitude then assigned 3000 ft. The area was saturated we level 1, 2, and 3 rain storms. An updraft prevented a smooth level-off at 3000 ft. We reached approximately 3500 ft before corrective action could be taken. I believe, even though the SA227 is a propeller aircraft, performance type airplanes should be assigned much higher altitudes on initial clearance to prevent several intermediate altitude stops prior to reaching less turbulent air.

Title: ALTDEV ALT OVERSHOT IN CLB.
Narrative: ON DEP ASSIGNED 1500 FT INITIAL ALT THEN ASSIGNED 3000 FT. THE AREA WAS SATURATED WE LEVEL 1, 2, AND 3 RAIN STORMS. AN UPDRAFT PREVENTED A SMOOTH LEVEL-OFF AT 3000 FT. WE REACHED APPROX 3500 FT BEFORE CORRECTIVE ACTION COULD BE TAKEN. I BELIEVE, EVEN THOUGH THE SA227 IS A PROP ACFT, PERFORMANCE TYPE AIRPLANES SHOULD BE ASSIGNED MUCH HIGHER ALTS ON INITIAL CLRNC TO PREVENT SEVERAL INTERMEDIATE ALT STOPS PRIOR TO REACHING LESS TURBULENT AIR.
