Narrative:
No NOTAMS about altitude restriction on runway 9R due to men on runway. Nothing on ATIS about men and equipment. Tower controller dealing with air carrier emergency failed to tell about displaced threshold. Papis that were configured for displacement were not on. Did not know about runway conditions until broke out of clouds. Last approach controller had given instructions to expect runway 12. When queried he then stated due to air carrier emergency to expect runway 9R after we had flown through localizer of runway 12. We were met at gate by miami/dade county airport authority/authorized. Said we had flown 30 ft AGL above workers. Being PNF monitoring captain's approach, I did not feel uncomfortable at any time during the approach and landing. Only instructions given by tower controller was to hold short of runway 12 at intersection with runway 9R. Recommend better communication!

Title: ACR LTT IS ACCUSED OF FLYING TOO LOW OVER MEN AND EQUIP WORKING ON RWY, LANDS SHORT OF THE DISPLACED THRESHOLD.
Narrative: NO NOTAMS ABOUT ALT RESTRICTION ON RWY 9R DUE TO MEN ON RWY. NOTHING ON ATIS ABOUT MEN AND EQUIP. TWR CTLR DEALING WITH ACR EMER FAILED TO TELL ABOUT DISPLACED THRESHOLD. PAPIS THAT WERE CONFIGURED FOR DISPLACEMENT WERE NOT ON. DID NOT KNOW ABOUT RWY CONDITIONS UNTIL BROKE OUT OF CLOUDS. LAST APCH CTLR HAD GIVEN INSTRUCTIONS TO EXPECT RWY 12. WHEN QUERIED HE THEN STATED DUE TO ACR EMER TO EXPECT RWY 9R AFTER WE HAD FLOWN THROUGH LOC OF RWY 12. WE WERE MET AT GATE BY MIAMI/DADE COUNTY ARPT AUTH. SAID WE HAD FLOWN 30 FT AGL ABOVE WORKERS. BEING PNF MONITORING CAPT'S APCH, I DID NOT FEEL UNCOMFORTABLE AT ANY TIME DURING THE APCH AND LNDG. ONLY INSTRUCTIONS GIVEN BY TWR CTLR WAS TO HOLD SHORT OF RWY 12 AT INTXN WITH RWY 9R.
