Narrative:
Aircraft was dispatched form charlotte, nc, with the anti- skid system written up and MEL'd as inoperative. Upon touchdown at norfolk, right main brakes locked up on only gentle application. Right main tires blew. Tower notified us of fire on right main gear. We evacuate/evacuationed aircraft on runway 5. Airfield emergency equipment was sent to extinguish tire/brake fire.
