On vector for ewr at 5000 ft MSL. A single engine aircraft at 4500 ft with new york approach passed under us. TCASII required a 1200 FPM climb (RA). Informed approach of the climb to 6000 ft then returned to 5000 ft.

Narrative: ON VECTOR FOR EWR AT 5000 FT MSL. A SINGLE ENG ACFT AT 4500 FT WITH NEW YORK APCH PASSED UNDER US. TCASII REQUIRED A 1200 FPM CLB (RA). INFORMED APCH OF THE CLB TO 6000 FT THEN RETURNED TO 5000 FT.
