Narrative:
Flying flight clt-tpa. Cleared to FL310 from FL280 by ZTL (127.8). Position 180 NM north of taylor VOR, 40 NM southwest of columbia VOR (cae) heading approximately 180 degrees. Received TCASII TA/RA for dc-8 at FL290 at our 1 O'clock heading approximately ese. Controller attempted to vector us for traffic, then said 'maintain FL280.' by then we were already in response to TCASII. Our maximum altitude 28800 ft and knew situation was under control due to government experience with formation flying/intercept geometry, so no real panic maneuvers required. Closest point of approach less than 500 ft vertically and 1 1/2 - 2 1/2 NM horizontally. Stopped climb, descended back to FL280. Different controller reclred us to FL310. Remainder uneventful. Got impression controller was inexperienced and surprised at entire chain of events.
