Narrative:
Previous controller advised VFR aircraft ahead working near airway but we had no visual contact. (Still 30-40 mi ahead of us.) changed controllers and heard nothing from new controller. Never saw other aircraft throughout entire event. We noticed aircraft on TCASII about 7 mi ahead left and 200 ft low. We started a turn to right on our own when 20-30 seconds later we got a warning to pull up and climb which we did. We leveled at 18200 ft once warning ended and descended back to 17000 ft once clear of traffic. Advised ATC of what happened and they replied the aircraft was on VFR flight plan not under their control and they were too busy to provide separation.

Title: FLC OF AN LGT ACR ACFT DIVERTED FROM TRACK AND ALT IN RESPONSE TO A TCASII RA.
Narrative: PREVIOUS CTLR ADVISED VFR ACFT AHEAD WORKING NEAR AIRWAY BUT WE HAD NO VISUAL CONTACT. (STILL 30-40 MI AHEAD OF US.) CHANGED CTLRS AND HEARD NOTHING FROM NEW CTLR. NEVER SAW OTHER ACFT THROUGHOUT ENTIRE EVENT. WE NOTICED ACFT ON TCASII ABOUT 7 MI AHEAD L AND 200 FT LOW. WE STARTED A TURN TO R ON OUR OWN WHEN 20-30 SECONDS LATER WE GOT A WARNING TO PULL UP AND CLB WHICH WE DID. WE LEVELED AT 18200 FT ONCE WARNING ENDED AND DSNDED BACK TO 17000 FT ONCE CLR OF TFC. ADVISED ATC OF WHAT HAPPENED AND THEY REPLIED THE ACFT WAS ON VFR FLT PLAN NOT UNDER THEIR CTL AND THEY WERE TOO BUSY TO PROVIDE SEPARATION.
