Narrative:
An adjacent sector radar controller instructed small transport X to fly heading 240 degrees and join the dfw 262 degree radial. X started a climb to FL240 instead of flying a heading. He conflicted with air carrier Y nwbound over dfw descending to 5000 ft. I observed X climbing and turned Y further north.
