Narrative:
Captain flying, I'm first officer, running radios. ZJX gave clearance to descend pilot's discretion to FL240 from our cruise altitude of FL330. I acknowledged and captain repeated. Jax changed us over to ZMA where I checked on 'FL330 with clearance to FL240 pilot's discretion.' controller rogered and she was very busy. Soon we started descent and made call 'leaving 330.' TCASII alerted 'traffic' at 31500 ft, looked and saw traffic 11 O'clock. TCASII alerted 'reduce descent.' captain followed direction then TCASII alerted 'climb, climb.' captain followed TCASII RA and smoothly climbed. The other airplane was in sight throughout and passed below and ahead 2 mi, 1500 ft vertical. Controller told us to 'climb and maintain FL330' about the time the TCASII RA came up. I responded after captain had completed the RA maneuver so I could back him up. I told controller I had reported on with pilot's discretion to FL240. She repeated instruction to FL330. Captain climbed to FL330. Captain then called center himself and asked when descent could be made. Different controller came on to clear us down. Sounded like ZJX and ZMA had communication breakdown in handoff and someone missed the pilot's discretion clearance.

Title: FLC OF AN MLG ACFT STOPPED THEIR DSCNT IN RESPONSE TO A TCASII RA JUST PRIOR TO ATC REQUESTING THEM TO CLB BACK TO PREVIOUS ASSIGNED ALT.
Narrative: CAPT FLYING, I'M FO, RUNNING RADIOS. ZJX GAVE CLRNC TO DSND PLT'S DISCRETION TO FL240 FROM OUR CRUISE ALT OF FL330. I ACKNOWLEDGED AND CAPT REPEATED.
