Narrative:

I am an air traffic controller at stl ATCT. I was working local control north. I cleared a flight of 2 F15's (military X) for takeoff with instructions to turn left to heading 110 degrees and to change to departure frequency 335.5. Military X flight acknowledged the takeoff clearance and frequency change by saying 'military X cleared takeoff switch 8.' a readback of the heading could possibly have been a preventive measure as the flight turned right to a 130 degree heading and called departure. Departure control asked the heading the flight was on and corrected it. Supplemental information from acn 266747: military X, a flight of 2 F15's, reported on my frequency and I noticed they were in close proximity to 2 other aircraft Y. I asked X to say heading to which he replied 130 degrees. I then turned X left to 100 degrees in order to establish separation.

A READBACK OF THE HDG COULD POSSIBLY HAVE BEEN A PREVENTIVE MEASURE AS THE FLT TURNED R TO A 130 DEG HDG AND CALLED DEP. DEP CTL ASKED THE HDG THE FLT WAS ON AND CORRECTED IT. SUPPLEMENTAL INFO FROM ACN 266747: MIL X, A FLT OF 2 F15'S, RPTED ON MY FREQ AND I NOTICED THEY WERE IN CLOSE PROX TO 2 OTHER ACFT Y. I ASKED X TO SAY HDG TO WHICH HE REPLIED 130 DEGS. I THEN TURNED X L TO 100 DEGS IN ORDER TO ESTABLISH SEPARATION.
