Narrative:
Air carrier X during cruise at FL280 received a TA on the TCASII system and within 3-4 seconds it became an RA indicating a conflict. The TCASII system told us to climb. We initiated a climb to FL284 and advised center of the deviation. The traffic showed a 700 ft separation on the TCASII when we were at FL284 indicating the traffic's altitude at FL277. The traffic was military Y flight of 4 F18's. We did not receive any indication of a conflict from center prior to the incident. Center advised Y flight that their assigned flight level was FL270 and advised them of the conflict. At the time of the conflict we were on a westerly heading and the initial TA was at our 1 O'clock position showing 900 ft below our altitude. Additionally the TCASII showed them with a climbing vector. The Y flight passed within 2 mi on our scope aft of our aircraft, with 700 ft of separation. We were on the airway J149 inbound to rod VOR.

Title: MIL Y FLT NON ADHERENCE TO ATC CLRNC ASSIGNED ALT CAUSED LTSS FROM ACR X TCASII RA. EVASIVE ACTION TAKEN.
Narrative: ACR X DURING CRUISE AT FL280 RECEIVED A TA ON THE TCASII SYS AND WITHIN 3-4 SECONDS IT BECAME AN RA INDICATING A CONFLICT. THE TCASII SYS TOLD US TO CLB. WE INITIATED A CLB TO FL284 AND ADVISED CTR OF THE DEV. THE TFC SHOWED A 700 FT SEPARATION ON THE TCASII WHEN WE WERE AT FL284 INDICATING THE TFC'S ALT AT FL277. THE TFC WAS MIL Y FLT OF 4 F18'S. WE DID NOT RECEIVE ANY INDICATION OF A CONFLICT FROM CTR PRIOR TO THE INCIDENT. CTR ADVISED Y FLT THAT THEIR ASSIGNED FLT LEVEL WAS FL270 AND ADVISED THEM OF THE CONFLICT. AT THE TIME OF THE CONFLICT WE WERE ON A WESTERLY HDG AND THE INITIAL TA WAS AT OUR 1 O'CLOCK POS SHOWING 900 FT BELOW OUR ALT. ADDITIONALLY THE TCASII SHOWED THEM WITH A CLBING VECTOR. THE Y FLT PASSED WITHIN 2 MI ON OUR SCOPE AFT OF OUR ACFT, WITH 700 FT OF SEPARATION. WE WERE ON THE AIRWAY J149 INBOUND TO ROD VOR.
