Narrative:

I had just relieved a controller at the youngstown sector at cle ARTCC. My first clearance was to turn cpr X (BE40) to a 020 degree heading to avoid 3 inbound aircraft descending over cxr VOR. I amended X altitude to FL180 in order to maintain vertical separation with air carrier Y (B727) which was climbing nebound. I subsequently stopped X at altitude 17000 ft because Y was climbing so slow. 15 seconds later vertical separation was lost with Y climbing through 17700 ft and X level at 17000 ft and 4.2 laterally.
