Narrative:
Atx X C402 entering right downwind runway 17L descending out of 2100 ft. C130 departed runway 17L turning west climbing to 1600 ft. C130 reported C402 in sight. Traffic passed to C130 and C402. C402 turned into C130. C130 advised he was startled and the C402 was too close. Aircraft passed 200 ft. Both aircraft reported each other in sight. I believe the aircraft assumed they were being provided positive separation by the tower (limited radar approach). Both were below class B tier in class D.

Title: ATX X HAD NMAC IN ATA CLASS D AIRSPACE WITH MIL C130. SEE AND AVOID CONCEPT.
Narrative: ATX X C402 ENTERING R DOWNWIND RWY 17L DSNDING OUT OF 2100 FT. C130 DEPARTED RWY 17L TURNING W CLBING TO 1600 FT. C130 RPTED C402 IN SIGHT. TFC PASSED TO C130 AND C402. C402 TURNED INTO C130. C130 ADVISED HE WAS STARTLED AND THE C402 WAS TOO CLOSE. ACFT PASSED 200 FT. BOTH ACFT RPTED EACH OTHER IN SIGHT. I BELIEVE THE ACFT ASSUMED THEY WERE BEING PROVIDED POSITIVE SEPARATION BY THE TWR (LIMITED RADAR APCH). BOTH WERE BELOW CLASS B TIER IN CLASS D.
