Narrative:
N90 issued a clearance, 'fly heading 100 degrees to join VOR DME a approach course for teb airport.' as we became established approach control began to call numerous targets (VFR) in the area. Conditions were night, VMC, visibility 15 mi. As the PNF, I was aggressively looking for traffic. Due to our altitude and ground lights, it was very hard to see traffic at all. We had all lights on. At approximately 15 NM, the clearance, 'cross wanes (teb 305 degree radial 10.8 DME) at 3000 ft, cleared VOR DME a,' was issued. As we crossed wanes, approach control called traffic at 10-11 O'clock, altitude in the mid 2000's (2500 ft). Approach control told the VFR aircraft 'citation will be out of 3000 ft for 2000 ft.' as aircraft approached jaymo (teb 7.8 DME) approach control told us to descend to 2000 ft immediately. The VFR aircraft said 'I have the traffic in sight.' we were not in visual contact with the VFR aircraft. We were passing through teb 5.6 DME 2300 ft when the captain (PF) pushed forward on the controls. At that moment I saw an aircraft coming 90 degrees to our flight path, 100-150 ft above us, a blur of light. At that time I informed N90 that we wanted to report 'a near miss.' I do not believe that the conflicting VFR aircraft ever had us visually. The N90 approach controller responded, 'I have been calling traffic to you, he has you in sight.' then the N90 approach control telephone number was given to us, the captain informed our company, who called approach control.

A CITATION WAS ON THE VOR A APCH TO TEB WITH XING VFR TFC AT 2500 FT OUTSIDE THE 1800 FT FLOOR AREA AND UNDER THE 3000 FT FLOOR OF CLASS B. APCH CTL HAD ISSUED TFC AND TOLD ACFT X TO DSND TO 2000 'IMMEDIATELY.' ACFT Y SAID HE HAD 'TFC.' PIC OF ACFT X PUSHED OVER AND MISSED ACFT Y BY 100-150 FT.

THE N90 APCH CTLR RESPONDED, 'I HAVE BEEN CALLING TFC TO YOU, HE HAS YOU IN SIGHT.' THEN THE N90 APCH CTL TELEPHONE NUMBER WAS GIVEN TO US, THE CAPT INFORMED OUR COMPANY, WHO CALLED APCH CTL.
