Narrative:

We were cleared for position and hold on runway 1L. I read back the hold instructions. The before takeoff checklist was then completed while in 'position and hold.' I notified the captain that all checklists were completed. The captain stated, he had the radios I had the brakes. (Per crew briefing since it was my leg). Tower controller stated fly runway heading, expect radar vectors to concord. Captain read back these instructions. I set takeoff power, called 70 KTS, captain gave steering (ie. Aircraft control) to me. Before V, tower told us to abort takeoff. Tower asked if we could hold short of 28L. Another voice on the radio said it was ok to cross 28L (this voice was from the landing traffic on runway 28L). Captain took controls to abort takeoff and stopped the aircraft before 28L. Afterthought: when an aircraft is in 'position and hold,' the only instructions given by tower should be 'cleared for takeoff' and nothing else. If departure clearance changes, the tower can deliver this clearance after aircraft is airborne.

Title: LTT BEGINS TKOF WITHOUT CLRNC AND IS TOLD TO ABORT BY THE TWR.

Narrative: WE WERE CLRED FOR POS AND HOLD ON RWY 1L. I READ BACK THE HOLD INSTRUCTIONS. THE BEFORE TKOF CHKLIST WAS THEN COMPLETED WHILE IN 'POS AND HOLD.' I NOTIFIED THE CAPT THAT ALL CHKLISTS WERE COMPLETED. THE CAPT STATED, HE HAD THE RADIOS I HAD THE BRAKES. (PER CREW BRIEFING SINCE IT WAS MY LEG). TWR CTLR STATED FLY RWY HDG, EXPECT RADAR VECTORS TO CONCORD. CAPT READ BACK THESE INSTRUCTIONS. I SET TKOF PWR, CALLED 70 KTS, CAPT GAVE STEERING (IE. ACFT CTL) TO ME. BEFORE V, TWR TOLD US TO ABORT TKOF. TWR ASKED IF WE COULD HOLD SHORT OF 28L. ANOTHER VOICE ON THE RADIO SAID IT WAS OK TO CROSS 28L (THIS VOICE WAS FROM THE LNDG TFC ON RWY 28L). CAPT TOOK CTLS TO ABORT TKOF AND STOPPED THE ACFT BEFORE 28L. AFTERTHOUGHT: WHEN AN ACFT IS IN 'POS AND HOLD,' THE ONLY INSTRUCTIONS GIVEN BY TWR SHOULD BE 'CLRED FOR TKOF' AND NOTHING ELSE. IF DEP CLRNC CHANGES, THE TWR CAN DELIVER THIS CLRNC AFTER ACFT IS AIRBORNE.
