Narrative:
A VFR aircraft was being vectored away from departure path of air carrier X. VFR Y altitude 6500. Traffic issue to air carrier X. Air carrier X turned away from Y -- at 6500 and told to climb to 14000 unrestr. Air carrier X received RA to descend and was observed leveling at 5800 ft. Air carrier X was in a 6000 ft MVA. X had to maintain own terrain clearance for continued climb. Y was 2 mi away from air carrier X. All actions were not necessary and RA in my opinion put X in an unsafe proximity to terrain.

Title: ACR X TCASII RA WITH VFR Y. EVASIVE ACTION TAKEN.
Narrative: A VFR ACFT WAS BEING VECTORED AWAY FROM DEP PATH OF ACR X. VFR Y ALT 6500. TFC ISSUE TO ACR X. ACR X TURNED AWAY FROM Y -- AT 6500 AND TOLD TO CLB TO 14000 UNRESTR.
