Narrative:
We were given a crossing restr to cross cutta intersection at 10000 -- however approaching cutta we received a RA on our TCASII causing us to adjust our descent and were high at cutta (basically the RA prohibited us from crossing cutta at 10000 ft) we reported this to approach -- and were advised there was no traffic conflict and the traffic causing the RA was at 9000 ft.

Title: MLG UNABLE TO MAKE XING RESTR DUE TO TCASII RA.
Narrative: WE WERE GIVEN A XING RESTR TO CROSS CUTTA INTXN AT 10000 -- HOWEVER APCHING CUTTA WE RECEIVED A RA ON OUR TCASII CAUSING US TO ADJUST OUR DSCNT AND WERE HIGH AT CUTTA (BASICALLY THE RA PROHIBITED US FROM XING CUTTA AT 10000 FT) WE RPTED THIS TO APCH -- AND WERE ADVISED THERE WAS NO TFC CONFLICT AND THE TFC CAUSING THE RA WAS AT 9000 FT.
