Narrative:
A twin otter jump plane in a steep spiral descended through our altitude and within 500 ft. ATC advised jump plane not to release jumpers due to the fact that we were within 4 mi. He let the jumpers go anyway. ATC advised jump plane to maintain 14000 ft. Because we were close. He disregarded and descended through our altitude anyway. I responded to a traffic alert TCASII. I saw the twin otter in the steep spiral diving. Then responded to an RA of 'descend' I also slowed and turned away. After the jump plane was through our altitude, responded to 'climb' RA. We did not go plus/minus 100 ft 9000 ft. Require jump planes to follow ATC requests, not just advise flight crew of intentions.

Title: ACR ATR-42 FLC HAS A PROB WITH PARACHUTE JUMPING ACTIVITY ACFT ON V-8 AIRWAY. NMAC.
Narrative: A TWIN OTTER JUMP PLANE IN A STEEP SPIRAL DSNDED THROUGH OUR ALT AND WITHIN 500 FT. ATC ADVISED JUMP PLANE NOT TO RELEASE JUMPERS DUE TO THE FACT THAT WE WERE WITHIN 4 MI. HE LET THE JUMPERS GO ANYWAY. ATC ADVISED JUMP PLANE TO MAINTAIN 14000 FT. BECAUSE WE WERE CLOSE. HE DISREGARDED AND DSNDED THROUGH OUR ALT ANYWAY. I RESPONDED TO A TFC ALERT TCASII. I SAW THE TWIN OTTER IN THE STEEP SPIRAL DIVING. THEN RESPONDED TO AN RA OF 'DSND' I ALSO SLOWED AND TURNED AWAY. AFTER THE JUMP PLANE WAS THROUGH OUR ALT, RESPONDED TO 'CLB' RA. WE DID NOT GO PLUS/MINUS 100 FT 9000 FT. REQUIRE JUMP PLANES TO FOLLOW ATC REQUESTS, NOT JUST ADVISE FLC OF INTENTIONS.
