Narrative:
ATC inflexible as to headings/direction from which to approach fll in order to avoid thunderstorms in area. In trying to comply with ATC, flew through thunderstorm with hail, rain, turbulence. ATC then descended us into the flight path of other traffic at 4000 ft MSL. When TCASII alerted us, it almost immediately commanded 'climb.' missed 12 O'clock target by approximately 300 ft vertical. ATC (new voice) reassigned 5000 ft and vectored us back to fll ILS 9L for approach. Controller overload appeared to be the major problem contributing to very poor/miscom. Higher controller proficiency level would prevent or reduce likelihood of recurrence.

Title: NMAC.
Narrative: ATC INFLEXIBLE AS TO HDGS/DIRECTION FROM WHICH TO APCH FLL IN ORDER TO AVOID TSTMS IN AREA. IN TRYING TO COMPLY WITH ATC, FLEW THROUGH TSTM WITH HAIL, RAIN, TURB. ATC THEN DSNDED US INTO THE FLT PATH OF OTHER TFC AT 4000 FT MSL. WHEN TCASII ALERTED US, IT ALMOST IMMEDIATELY COMMANDED 'CLB.' MISSED 12 O'CLOCK TARGET BY APPROX 300 FT VERT. ATC (NEW VOICE) REASSIGNED 5000 FT AND VECTORED US BACK TO FLL ILS 9L FOR APCH. CTLR OVERLOAD APPEARED TO BE THE MAJOR PROB CONTRIBUTING TO VERY POOR/MISCOM.
