Narrative:
Aircraft release called for 21800 pounds. Due to weight problem for takeoff maximum fuel load had to be 19500 pounds. This fuel load enabled maximum takeoff weight, but not enough to reach destination with far reserves. Captain had aircraft fueled to 20500 pounds, on taxi out company sent ACARS message requesting our FBO for weight and balance. Captain instructed me to say 19500 pounds. Aircraft departed 1000 pounds over maximum takeoff weight and with 1300 pounds less than minimum release fuel. Captain had several options to remain legal, burning fuel before departure or returning to gate for defueling then planning fuel stop en route. In any case he should have obtained an amended release. Flight operated without incident re-enforcing captain's attitude that he made the correct decisions.

Narrative: ACFT RELEASE CALLED FOR 21800 LBS. DUE TO WT PROB FOR TKOF MAX FUEL LOAD HAD TO BE 19500 LBS. THIS FUEL LOAD ENABLED MAX TKOF WT, BUT NOT ENOUGH TO REACH DEST WITH FAR RESERVES. CAPT HAD ACFT FUELED TO 20500 LBS, ON TAXI OUT COMPANY SENT ACARS MESSAGE REQUESTING OUR FBO FOR WT AND BAL. CAPT INSTRUCTED ME TO SAY 19500 LBS. ACFT DEPARTED 1000 LBS OVER MAX TKOF WT AND WITH 1300 LBS LESS THAN MINIMUM RELEASE FUEL. CAPT HAD SEVERAL OPTIONS TO REMAIN LEGAL, BURNING FUEL BEFORE DEP OR RETURNING TO GATE FOR DEFUELING THEN PLANNING FUEL STOP ENRTE. IN ANY CASE HE SHOULD HAVE OBTAINED AN AMENDED RELEASE. FLT OPERATED WITHOUT INCIDENT RE-ENFORCING CAPT'S ATTITUDE THAT HE MADE THE CORRECT DECISIONS.
