Narrative:
It is my contention that the bos tower is conducting hazardous intersecting runway operations. This is based on my experience from an arrival in bos on apr/xx/94 at approximately XY40Z. We landed on runway 27. Takeoffs were being conducted on runway 22R. On short final, I noticed an aircraft rolling on 22R. As we touched down, that aircraft was still on the ground. As we started our deceleration on rollout, the other aircraft crossed the extended centerline of runway 27 at 100 ft - 200 ft climbing. It was apparent to me that, if for some reason, we had elected to go around just before touchdown on our approach, that without an extreme evasive maneuver on our part, would have resulted in a certain midair collision. Possible reasons for going around would be unauthorized vehicle on the runway or a botched high and fast approach to a short runway. The situation would be further exacerbated if the landing/go around aircraft was unaware of the takeoff traffic. This is probably one of those scenarios that has been taking place for a long time without incident, and only after the accident will all concerned express amazement that no one had recognized the potential for an accident. I recommend that aircraft not be cleared for takeoff until landing aircraft on the ground.

Title: CAPT RPTR REF TKOF AND LNDG SPACING AND HAZARD IF MISSED APCH NECESSARY.
Narrative: IT IS MY CONTENTION THAT THE BOS TWR IS CONDUCTING HAZARDOUS INTERSECTING RWY OPS. THIS IS BASED ON MY EXPERIENCE FROM AN ARR IN BOS ON APR/XX/94 AT APPROX XY40Z. WE LANDED ON RWY 27. POSSIBLE REASONS FOR GOING AROUND WOULD BE UNAUTHORIZED VEHICLE ON THE RWY OR A BOTCHED HIGH AND FAST APCH TO A SHORT RWY. THE SIT WOULD BE FURTHER EXACERBATED IF THE LNDG/GAR ACFT WAS UNAWARE OF THE TKOF TFC. THIS IS PROBABLY ONE OF THOSE SCENARIOS THAT HAS BEEN TAKING PLACE FOR A LONG TIME WITHOUT INCIDENT, AND ONLY AFTER THE ACCIDENT WILL ALL CONCERNED EXPRESS AMAZEMENT THAT NO ONE HAD RECOGNIZED THE POTENTIAL FOR AN ACCIDENT. I RECOMMEND THAT ACFT NOT BE CLRED FOR TKOF UNTIL LNDG ACFT ON THE GND.
