Narrative:
The flight was a sic chkride for a 4 part 135 operator. We were IFR cleared. Milwaukee approach had terminated radar service just prior to bae VOR and we had contacted waukesha tower. We reported bae to ues and the copilot commenced descent from 2800 ft MSL to 1540 ft MSL, the MDA. At 1900 MSL, a passenger pointed past my head at a cherokee (140?) in our 11 O'clock position and slightly below, apparently wbound. It was not taking any evasive action and I determined a collision was imminent. I pushed forward on the yoke, diving below the cherokee. I asked ues tower if he knew anything about the aircraft and he answered 'negative.' the cherokee never took any evasive action. I had been clearing scrupulously because a high volume of traffic goes through the area staying west of the mke class C airspace, using bae as a guide, and sightseeing over the lakes. Prevention: the advice I give to students and others on biannual flight reviews rides is to monitor approach control on and tower whenever they fly through approach areas to listen for aircraft on instrument approachs. Milwaukee vectors aircraft up to 15 mi out for an ILS final. Anyone should guess that an airport near a VOR has an approach.
