Narrative:

I was working a radar position at jacksonville ARTCC. A large area of thunderstorms developed north, over, and southwest of omn VORTAC impacting the BITHO6 arrival to mco. After an air carrier aircraft reported severe turbulence, the controller in charge and the radar controller at the affected position asked flow control to close the bitho arrival. The flow control supervisor in charge would not close the route which forced aircraft that would normally fly the arrival to deviate west of course and head on with departing traffic from mco.

Title: REQUEST FOR FLOW CTL BECAUSE OF WX BY CTLR REFUSED BY FLOW CTLR.

Narrative: I WAS WORKING A RADAR POS AT JACKSONVILLE ARTCC. A LARGE AREA OF TSTMS DEVELOPED N, OVER, AND SW OF OMN VORTAC IMPACTING THE BITHO6 ARR TO MCO. AFTER AN AIR CARRIER ACFT RPTED SEVERE TURB, THE CTLR IN CHARGE AND THE RADAR CTLR AT THE AFFECTED POS ASKED FLOW CTL TO CLOSE THE BITHO ARR. THE FLOW CTL SUPVR IN CHARGE WOULD NOT CLOSE THE RTE WHICH FORCED ACFT THAT WOULD NORMALLY FLY THE ARR TO DEVIATE W OF COURSE AND HEAD ON WITH DEPARTING TFC FROM MCO.
