Narrative:
Upon raising the gear handle after takeoff, master caution and hydraulic annunciator light illuminated. Checked hydraulic quantity and noticed system a quantity at 0. Landing gear did not retract. Aircraft taxiing off behind us reported rubber on the runway. Performed pilot operating manual abnormal for system a hydraulic loss, declared an emergency, and returned to cvg for landing. After landing, it was discovered that the left inboard main tire had blown.

Title: FLC OF MLG DECLARED AN EMER AND RETURN TO LAND DUE TO A MAIN HYD SYS FAILURE DURING INITIAL CLB CAUSED BY A BLOWN TIRE DURING TKOF.
Narrative: UPON RAISING THE GEAR HANDLE AFTER TKOF, MASTER CAUTION AND HYD ANNUNCIATOR LIGHT ILLUMINATED. CHKED HYD QUANTITY AND NOTICED SYS A QUANTITY AT 0. LNDG GEAR DID NOT RETRACT. ACFT TAXIING OFF BEHIND US RPTED RUBBER ON THE RWY. PERFORMED PLT OPERATING MANUAL ABNORMAL FOR SYS A HYD LOSS, DECLARED AN EMER, AND RETURNED TO CVG FOR LNDG. AFTER LNDG, IT WAS DISCOVERED THAT THE L INBOARD MAIN TIRE HAD BLOWN.
