Narrative:
Upon arrival at rockport, tx, airport, I was called to the telephone to talk to person(south) unknown. Said the radar tracked me from a tethered balloon site near town of palacios, tx. Identified aircraft which came close to an unlighted cable to 15000 ft, as a twin aircraft. I was near the vicinity on V-70 from galveston, tx, airport to the psx (VOR) at or near time frame of incident. Drifted south of airway some short distance. LORAN navigation. (Northstar M-2) was dropping on/off the line. Realizing same, I turned northwest direct to psx (VOR) to check accuracy of navigation equipment. As I did complete this maneuver, the ground observer noted a twin engine aircraft going in the same direction -- allegedly violating a restr area (R-6320) -- coming close to the extended cable. After checking my navigation equipment at psx (VOR) I proceeded outbound direct to rkp on (V-20-70) to my destination. This seems to be a case of misident of an intruder of a restr area. Very serious matter. If I were the intruder - - it was certainly not done intentionally or with premeditation. I am sorry for the incident -- however, if I am the culprit who did violate that airspace, I plead innocence due to my inability to see an unlighted cable allowed to be placed too near an airway, probably less than 1 inch in diameter. I think I was too far removed from (R-6320) to have committed this intrusion, but if I did stray off course that much, it was not premeditated.

I AM SORRY FOR THE INCIDENT -- HOWEVER, IF I AM THE CULPRIT WHO DID VIOLATE THAT AIRSPACE, I PLEAD INNOCENCE DUE TO MY INABILITY TO SEE AN UNLIGHTED CABLE ALLOWED TO BE PLACED TOO NEAR AN AIRWAY, PROBABLY LESS THAN 1 INCH IN DIAMETER. I THINK I WAS TOO FAR REMOVED FROM (R-6320) TO HAVE COMMITTED THIS INTRUSION, BUT IF I DID STRAY OFF COURSE THAT MUCH, IT WAS NOT PREMEDITATED.
