Narrative:

Received traffic alert while in established cruise confign for some time. Looked at TCASII and tried to pick up traffic visually. Very shortly after the alert, TCASII went to a rapid 'climb, climb' RA. I responded by climbing rapidly to 29800 ft before receiving 'clear of conflict.' traffic was never sighted visually. Notified ATC of our actions and return to FL290. Traffic was probably intending to level at FL280, but ATC failed to notify us of its approach or intentions. Since TCASII showed it coming directly at us, we were forced to take rapid action, causing discomfort to passenger.
