Narrative:
We had TCASII traffic at approximately 12 O'clock, we saw them visually, 2 F-16's, at 13000 ft turning into us at approximately 10 mi. Then they started a climb right at us. The wing man stayed high and to the right of us, no factor, but the lead aircraft was coming directly at us and passed low and to our left. TCASII was reading him at 13900 ft we were at 14000 ft then he went into a left turn after we passed and brought his nose around to our tail. No other visual contact was made. The explanation from ATC was that the other controller was talking to them (F-16's). They called us in sight and that they were starting a VFR climb. That statement led me to believe that what he did was intentional. The F-16 aircraft did not know what action we would take in our aircraft to avoid him!

Title: ACR LTT NMAC WITH F-16.
Narrative: WE HAD TCASII TFC AT APPROX 12 O'CLOCK, WE SAW THEM VISUALLY, 2 F-16'S, AT 13000 FT TURNING INTO US AT APPROX 10 MI. THEN THEY STARTED A CLB RIGHT AT US. THE WING MAN STAYED HIGH AND TO THE R OF US, NO FACTOR, BUT THE LEAD ACFT WAS COMING DIRECTLY AT US AND PASSED LOW AND TO OUR L. TCASII WAS READING HIM AT 13900 FT WE WERE AT 14000 FT THEN HE WENT INTO A L TURN AFTER WE PASSED AND BROUGHT HIS NOSE AROUND TO OUR TAIL. NO OTHER VISUAL CONTACT WAS MADE. THE EXPLANATION FROM ATC WAS THAT THE OTHER CTLR WAS TALKING TO THEM (F-16'S). THEY CALLED US IN SIGHT AND THAT THEY WERE STARTING A VFR CLB. THAT STATEMENT LED ME TO BELIEVE THAT WHAT HE DID WAS INTENTIONAL. THE F-16 ACFT DID NOT KNOW WHAT ACTION WE WOULD TAKE IN OUR ACFT TO AVOID HIM!
