Narrative:
We were descending out of 14000 ft for 4000 ft, talking to ZMP on 132.55, approximately 28 NM from tvc. We had tvc in sight and were cleared for the visual approach. As we were turning on a 5 or 6 mi final. We had a TCASII alert, 2 O'clock, 4 mi 700 ft below us. It was a high wing cessna. We got a visual at 2 mi paralleling us. We then got an RA to descend. We had the traffic in sight and were descending. At 4-5 mi out, I called center twice asking for a hand-off tower, I received no response, then switched to tower on my own. We were on about a 4 mi final for runway 28 at tvc when tower cleared us to enter a left downwind for 28. By the time tower cleared us to land, we were not in a position to make a stabilized approach and went around, then entered a left downwind for 28 and landed. The problem was we were never handed off to tvc tower by ZMP, we might have descended below the 132.55 radio coverage and should have been switched sooner. Because of the late switch to tower, tvc tower did not know our location in relation to other local traffic.

Narrative: WE WERE DSNDING OUT OF 14000 FT FOR 4000 FT, TALKING TO ZMP ON 132.55, APPROX 28 NM FROM TVC. WE HAD TVC IN SIGHT AND WERE CLRED FOR THE VISUAL APCH. WE WERE ON ABOUT A 4 MI FINAL FOR RWY 28 AT TVC WHEN TWR CLRED US TO ENTER A LEFT DOWNWIND FOR 28. BY THE TIME TWR CLRED US TO LAND, WE WERE NOT IN A POS TO MAKE A STABILIZED APCH AND WENT AROUND, THEN ENTERED A L DOWNWIND FOR 28 AND LANDED. THE PROB WAS WE WERE NEVER HANDED OFF TO TVC TWR BY ZMP, WE MIGHT HAVE DSNDED BELOW THE 132.55 RADIO COVERAGE AND SHOULD HAVE BEEN SWITCHED SOONER. BECAUSE OF THE LATE SWITCH TO TWR, TVC TWR DID NOT KNOW OUR LOCATION IN RELATION TO OTHER LCL TFC.
