Narrative:
Reporter was in a C-172 holding short of active runway 33L. The student was cleared for takeoff. While taking the runway and checking visually the final approach, another C-172 was observed on short final (less than 1/8 mi). The reporter instructed the student to clear the runway straight ahead onto runway 10. The airborne C-172 passed over the reporter's aircraft and landed approximately 1000 ft beyond. The reporter's aircraft repositioned to hold short of the active and advised the tower of the avoiding action. It was cleared into position and when the landing C-172 was clear of the runway, given takeoff clearance. Upon return, reporter was asked to contact tower and it was determined that both aircraft were cleared and the duty controller felt there was adequate separation to allow the reporter's aircraft to takeoff. The duty controller was undergoing training and made an understandable mistake. It is unclr why the pilot of the landing aircraft continued his approach and landed over another aircraft rather than abort the approach but there was no injury or damage and no further action is being taken by the reporter or ATC.

Title: Y LANDED ON OCCUPIED RWY OVER X. RWY INCURSION. SYS ERROR.
Narrative: RPTR WAS IN A C-172 HOLDING SHORT OF ACTIVE RWY 33L. THE STUDENT WAS CLRED FOR TKOF. WHILE TAKING THE RWY AND CHKING VISUALLY THE FINAL APCH, ANOTHER C-172 WAS OBSERVED ON SHORT FINAL (LESS THAN 1/8 MI). THE RPTR INSTRUCTED THE STUDENT TO CLR THE RWY STRAIGHT AHEAD ONTO RWY 10. THE AIRBORNE C-172 PASSED OVER THE RPTR'S ACFT AND LANDED APPROX 1000 FT BEYOND. THE RPTR'S ACFT REPOSITIONED TO HOLD SHORT OF THE ACTIVE AND ADVISED THE TWR OF THE AVOIDING ACTION. IT WAS CLRED INTO POS AND WHEN THE LNDG C-172 WAS CLR OF THE RWY, GIVEN TKOF CLRNC. UPON RETURN, RPTR WAS ASKED TO CONTACT TWR AND IT WAS DETERMINED THAT BOTH ACFT WERE CLRED AND THE DUTY CTLR FELT THERE WAS ADEQUATE SEPARATION TO ALLOW THE RPTR'S ACFT TO TKOF. THE DUTY CTLR WAS UNDERGOING TRAINING AND MADE AN UNDERSTANDABLE MISTAKE. IT IS UNCLR WHY THE PLT OF THE LNDG ACFT CONTINUED HIS APCH AND LANDED OVER ANOTHER ACFT RATHER THAN ABORT THE APCH BUT THERE WAS NO INJURY OR DAMAGE AND NO FURTHER ACTION IS BEING TAKEN BY THE RPTR OR ATC.
