Narrative:
Military X was on UHF frequency 370.9 (north departure ZTL). Aircraft requested to deviate to the northwest due to thunderstorms northwest of mge. The sector to the northwest was told of the aircraft's wishes. The sector advised to turn the flight to a 220 degree heading. After several xmissions in which there was no response, the flight finally turned to the 220 degree heading. This has nothing to do with the crew of aircraft. The problem lies with the UHF frequency at the sector. We are unable to talk to UHF aircraft about 90 percent of the time. This is not a new problem. Several ucr's have been filed but as to date nothing has been done to fix the problem. Callback conversation with reporter revealed the following information: reporter stated a ucr was filed 1 yr ago with no action. Problem has been ongoing for 2 yrs. Aircraft can hear controller but controller can't hear aircraft because the rag site is located to far away from atl. Rag site is located in tn.

Title: ATC EQUIP PROB RADIO CTR UNABLE TO HEAR MIL X ON FREQ 370 PT 9.
Narrative: MIL X WAS ON UHF FREQ 370.9 (N DEP ZTL). ACFT REQUESTED TO DEVIATE TO THE NW DUE TO TSTMS NW OF MGE. THE SECTOR TO THE NW WAS TOLD OF THE ACFT'S WISHES. THE SECTOR ADVISED TO TURN THE FLT TO A 220 DEG HDG. AFTER SEVERAL XMISSIONS IN WHICH THERE WAS NO RESPONSE, THE FLT FINALLY TURNED TO THE 220 DEG HDG. THIS HAS NOTHING TO DO WITH THE CREW OF ACFT. THE PROB LIES WITH THE UHF FREQ AT THE SECTOR. WE ARE UNABLE TO TALK TO UHF ACFT ABOUT 90 PERCENT OF THE TIME. THIS IS NOT A NEW PROB.
