Narrative:

Military X 2 fgt's were on an IFR flight plan to W386 (warning area). Once in W386 they advised the controling agency (giant killer) that military X was an emergency returning to lfi with a hydraulic problem. Giant killer advised orf approach of the emergency, however, military X advised giant killer that they were changing to orf approach's frequency on their own. A radar handoff was not accomplished, nor was their altitude or position known. Military X contacted norfolk approach. They were told to identify and verify their altitude. They were observed to be at the lfi 083 radial 044 DME fix (known locally as dart intersection) and verified altitude as FL280. The flight made their emergency situation known, requested direct lfi AFB and advised 1 sob, 0 plus 20 mins of fuel. I advised military X that I did not have lower for the flight because I could not be sure of what aircraft were below him. Orf approach is deligated airspace up to FL230. This aircraft was within the washington center (salisbury high sector) airspace. 2 landline calls were made to accomplish: 1) pointing out the aircraft that was not in orf airspace. 2) coordinate a descent through washington center's airspace. I have been informed as I write this that giant killer coordinated this flight with washington center, however, the controller in the center (salisbury high) that I spoke with did not appear to know anything about this. Numerous incidents occur with the fgt's out of lfi in this facility that get dismissed because of the attitude that it's the military and nothing can be done.

Title: MIL X EQUIP PROBLEM HYDRAULIC FAILURE DECLARED EMER, REQUESTED PRIORITY HANDLING.

Narrative: MIL X 2 FGT'S WERE ON AN IFR FLT PLAN TO W386 (WARNING AREA). ONCE IN W386 THEY ADVISED THE CTLING AGENCY (GIANT KILLER) THAT MIL X WAS AN EMER RETURNING TO LFI WITH A HYDRAULIC PROBLEM. GIANT KILLER ADVISED ORF APCH OF THE EMER, HOWEVER, MIL X ADVISED GIANT KILLER THAT THEY WERE CHANGING TO ORF APCH'S FREQ ON THEIR OWN. A RADAR HDOF WAS NOT ACCOMPLISHED, NOR WAS THEIR ALT OR POS KNOWN. MIL X CONTACTED NORFOLK APCH. THEY WERE TOLD TO IDENT AND VERIFY THEIR ALT. THEY WERE OBSERVED TO BE AT THE LFI 083 RADIAL 044 DME FIX (KNOWN LOCALLY AS DART INTXN) AND VERIFIED ALT AS FL280. THE FLT MADE THEIR EMER SITUATION KNOWN, REQUESTED DIRECT LFI AFB AND ADVISED 1 SOB, 0 PLUS 20 MINS OF FUEL. THIS ACFT WAS WITHIN THE WASHINGTON CENTER (SALISBURY HIGH SECTOR) AIRSPACE. 2 LANDLINE CALLS WERE MADE TO ACCOMPLISH: 1) POINTING OUT THE ACFT THAT WAS NOT IN ORF AIRSPACE. 2) COORDINATE A DSCNT THROUGH WASHINGTON CENTER'S AIRSPACE. I HAVE BEEN INFORMED AS I WRITE THIS THAT GIANT KILLER COORDINATED THIS FLT WITH WASHINGTON CENTER, HOWEVER, THE CTLR IN THE CENTER (SALISBURY HIGH) THAT I SPOKE WITH DID NOT APPEAR TO KNOW ANYTHING ABOUT THIS. NUMEROUS INCIDENTS OCCUR WITH THE FGT'S OUT OF LFI IN THIS FACILITY THAT GET DISMISSED BECAUSE OF THE ATTITUDE THAT IT'S THE MIL AND NOTHING CAN BE DONE.
